No.1 How to change this country for the better and keep your hard earned money! BROUGHT TO YOU BY THE unLEARNING FOUNDATION. <You can skip all other chapters, but please read this one in its entirety!> Our organization is dedicated to the proposition that all men in this country, and all women are created with Liberty Freedom and democracy in their blood. We believe as did Thomas Jefferson that every once in a while a little Revolt is necessary to teach government about who is the real Boss! We are going to perform this minor miracle by the following strategy. First, we need a million people to sign the enclosed Petition. This magazine reaches tens of millions of computer users, so this is a reachable goal. Second: As soon as we have enough signed Petitions we will make the rest of the nation aware that there is a bill that has been sent to Congress by the People that could save us all thousands of dollars per year in wasted taxes. Thirdly, when this Petition gets to Congress, there is a method known as the Discharge Petition that can turn this Petition into a bill. Then the elected Representatives would be forced to vote on it. Their votes a matter of public record, we can then force them to vote the will of the majority of Americans. The ones who don't vote the will of the majority will be reported back to their electorate and then rapidly voted out of office. In this way, we will turn this government into an obedient servant of the people. The only way to do this, however, is to take control of the purse-strings. THIS PETITION TAKES CONTROL AS NO OTHER WILL. Thankfully, in this country, the founding fathers gave us the means for constant change. In Article One, Section One of our Constitution, there are several Rights guaranteed to all citizens. Among these are the rights we are familiar with and take for granted, such as the right to a free press, the right to bear arms, the right to free speech, freedom of Religion, etc. But there is also another right more powerful than all these put together. It is the right to "PETITION THE GOVERNMENT FOR A REDRESS OF GRIEVANCES." It is this little known, and rarely excerised right that we are using to make it known to the people of this country that is they, THE PEOPLE, who are in charge of their own government. The best way we know how to do this is to give the people a Petition that will save this country from the road to ruin it is now on. By eliminating the Personal Income Tax, we begin a road to total freedom from the problems created by our Congress in the last 40 years. It is government, not the People, who have run up intolerable levels of debt. It is the government, not the people, who have created thousands of give-away programs, from subsidized tobacco, to Foreign Aid, to Welfare and tax breaks for the rich, while the middle class is put upon more and more, via the income tax to pay for all these wasteful and unnecessary programs. Even President Clinton could not resist this trend established long ago, by promising in his campaign to reduce taxes on the middle class and reversing his postion the minute he attained office. We could name thousands of wasteful and unnecessary things that the government does with our tax dollars. Here's a major example of the mismanagement and neglect and deceit in Washington. We have been giving Israel about 6 Billion dollars per year. With the foreign aid money that was given to Israel in the last few decades this country established a Nuclear Weapons arsenal second only to our own. We are not suggesting that Israel should or should not have a strong defense, but should the cost of this military build-up be put upon the American tax-payer? We think not. We think that most Americans will agree that most of the things that are done with their income taxes is totally unnecessary and wasteful and actually detrimental to the economy of the nation as a whole. Welfare is another very good example of the waste and neglect and incompetence in Washington when it comes to the spending of our money. Welfare was thought of as a 'Safety Net' decades ago, so that people who were unfortunate and unlucky enough to fail in our society would have something to fall back on in emergencies! Today, Welfare is a way of life for millions of people. They have actually become good socialists believing that the hard-working people in this society should pay for their lazy life styles. It's really that simple and our government has taught them that this is a good idea by continuing to give them this money every month without question. Certainly, after someone has received Welfare for a few months or years, there should be some kind of end to our generosity to encourage people to look for work. But in our present Welfare System, there is no such requirement. Another good example of how they waste our tax dollars is the constant increases in the salaries and benefits of Congressmen and women. In the heart of the worst recession this country has seen in over 50 years, Congress voted to raise their own salaries by about 40%. They also gave themselves pensions worth MILLIONS OF DOLLARS. Even if they only serve for one term, they retire as millionaires! And this is the legal money they get! We're not even going to talk about the millions in bribes they take year in and year out. This money is supposed to go into their campaign funds, to be spent on campaign costs and the surplus to be returned to the donors and NOT to be used for personal expenses. But we never hear about campaign funds being returned to the donors do we? It is said in Washington by insiders that NAFTA passed so easily, not because Bill Clinton was for it, but because the Mexican Lobbyists were running around town spreading money all over the place like they had never seen before. Now, the real question is. Should we, the American people be supporting such nonsense? Of course not, and the best way to stop it is to take away the means of their support. Take away the biggest part of their funding of such crazy programs. They will then be forced to live on a tighter budget. By eliminating the Personal Income Tax, we accomplish all this and more. We take away their major support. We force them to start cutting spending in government like never before. We send a message that we are not willing to accept the corruption and stupidity and neglect in Washington any longer. We give them a far more equitable means of collecting revenues to run the government, the National Sales Tax. More importantly, WE SET THE PRECEDENT, and set up the machinery that we can use over and over again to correct any and all future abuses in government. If we all come together on this issue of Personal Income Tax, we will have the political muscle to force petitions on them in the future relating to any other issue we may care to address in this manner. THERE IS ABSOLUTELY NO REASON WHY NOT! We have been taught for decades that we don't have any power and that all power in this country rests with the Democrat and Republican parties. But in reality, the Political Party is not even mentioned in the Constitution. The rights of the people to Petition their government, the power of government being vested in the people, the right of the people to correct the wrongs done to them, the right even to change their Constitution at any time, are all specifically listed and guaranteed by our Constitution. The courts have to uphold this process, and Congress will be forced to obey the will of the people! IT'S THE CARROT AND THE STICK METHOD OF TRAINING THEM. This is like training a horse. You have to take out the stick to punish bad behavior every once in a while. Then, when they learn, you re-inforce this good behavior by giving them a carrot. Taking away their credit card, OUR WALLETS, we give them the stick. We punish them for decades of abuse and mismanagement. We also say to the rest of the world that the people in America have control of their government once again. All rip-off's, all abuse ceases now! This will force them to cut federal spending by hundreds of Billions of dollars. By giving them the carrot of a National Sales Tax, we re-inforce the good behavior. We reward them for getting the monkey off the backs of the middle class worker. Then, to reward them, we give them a means of revenue that is worth about 250 Billion dollars per year. The National Sales Tax will replace most of what is lost by eliminating the Personal Income Tax. By cutting Federal Spending just 20%, and eliminating the waste, fraud and abuse, they can live within a balanced budget. THE NATIONAL SALES TAX IS MORE THAN A MEANS OF GIVING THEM A REWARD FOR GOOD WORK, HOWEVER. It's a means of keeping the government afloat and avoiding total economic collapse. The government has some programs that need to be continued, such as the National Highway fund, the prisons, the Energy Commisions, the FDA, the Environmental Protection Agency, etc. Even though they are almost totally ineffective, we have to have something for them to do. The Social Security laws are supported by Social Security taxes unaffected by this law. We can fix much of these separate issues in future Petition drives. For now, we need to pass the FIRST MOST EFFECTIVE ONE. But, when you look at the Federal Budget, you see immediately that it could live very well on 250 Billion per year. All the pork barrel projects would have to go. All the wasteful and unpopular programs would have to go. Salaries and Pensions of Federal employees would have to be cut in half. The bureaucracy itself would have to be cut in half also. But it can be done in the age where there is no longer any Soviet Nuclear threat. There may be other nuclear problems in the future, but these can be address with other Petitions. WE NEED TO PASS THIS FIRST MOST EFFECTIVE ONE NOW! This is our argument for the signing and circulating of this Petition. Once we have acquired a sufficient number of your signatures, we will bring them to Washington amidst a great deal of media attention. This will force them to debate the issue. From this point, we can enlist the aid of nearly all Americans to put pressure on their Congressmen to pass this Bill. Once, we've accomplished this, there's no limit to the power the people will have in controlling their government. We must teach them that government does have limits. They have exceeded all common sense definitions of limits. Your government today spends a trillion and a half of your dollars each year needlessly. Much of it goes to interest on the National Debt because they can't live even within this gargantuan budget and they have to borrow hundreds of billions each year. Much of it goes to Welfare. Another big bunch it goes to Military spending. Military spending could be cut in half and we would still have the most powerful armed forces in the entire world. As recent event in Somalia and the Gulf War have proven we don't need much more than a few planes and tanks to keep the peace. We always have the backup strength of nearly 50,000 Nuclear bombs, enough power to destroy the entire population of the Earth ten times over. So, don't let anyone argue that we need income taxes to keep this country strong. We're already strong enough and any more strength is a danger to our own people because of leaking radiation in many government ammunition depots. Please sign this Petition and send to us right away! If for no other reason, do it for your family's survival. Look at your pay check stub next time you get one and you'll see several hundred dollars per month that you could keep if this law becomes the law of the land. This gives you far more spending power and you can easily afford the sales tax and you don't have to pay it if you don't buy alot of stuff! We estimate that the average family will save about $5,000 dollars per year from this bill and the sales tax will cost them about $200 per year. You can see the net savings are substantial. And each time you spend money, you'll know you are also doing your patriotic duty in supporting a lean and mean government with very little waste, no fraud of any significant degree and much more able to meet its obligations because the debts will have to be decreased sharply, taking the burden off future generations. So, your children will be far better off too! Please go to the Peitition chapter. Read it carefully. Print it on your printer and mail it to us now while you're thinking about it. You might also help by giving copies of this electronic book to your friends and associates. Upload it to all your local BBS'es so that it can be spread around.
